Tom Bean ISD Earns State's Highest Fiscal Accountability Rating
Tom Bean Independent School District superintendent Kelly Lusk announced that the district received a perfect rating under Texas' School FIRST financial accountability rating system for Texas school districts. This system was developed by the Texas Education Agency in response to Senate Bill 875 of the 76th Legislature in 1999.
Major changes to the School FIRST system were implemented by the Texas Education Agency in August 2015 that combined financial indicators with financial solvency indicators, in accordance with House Bill 5, 83rd Legislature, Regular Session, 2013. The primary goal of School FIRST is to achieve quality performance in the management of school districts' financial resources, a goal made more significant due to the complexity of accounting associated with Texas' school finance system.
"This is the third year in a row that we have received a Superior Rating but the first year since the state increased the FIRST standards in 2015 that we have achieved a perfect score on the FIRST rating system. I give all of the credit to our school board, business manager and accounts payable. Specifically, Jennifer Parrish and Joy Clay, are the ones that have made this happen. This rating proves that we are fiscally responsible with taxpayer dollars without shortchanging our students.” said superintendent Kelly Lusk.
